Get ready for big
change in health care, Canadian
expert tells nurses
-
- "Prepare for major changes
in health care services in the future." That was the
message to over 100 participants in a seminar sponsored by
the International University of Business Agriculture and
Technology (IUBAT) and College of Nursing in Mohakhali
last week. Alex Berland RN MSc of Vancouver Canada, who is
Health Sciences Adviser for IUBAT, spoke to the audience
of nursing leaders and BSN students. Berland is an
international consultant with an extensive background in
nursing and health care. He was welcomed by Ms. Azizun
Nahar, Acting Principal, College of Nursing and introduced
by Dr. Karen Lund also from Canada, Chair of Health
Sciences at IUBAT.
-
- Berland described
pressures for these changes with rising public
expectations, aging populations in the West, technological
change and new diseases like avian flu and chronic
illness. He described how Western health systems are
responding with better teamwork between nurses and doctors
to focus on needs of patients.
-
- Effective response
requires better education for nurses. Berland showed how
the IUBAT BSN program is preparing nurses for practice in
Bangladesh and overseas, using modern educational
resources such as its Nursing Skills Laboratory, human
patient simulator and the internet. IUBAT graduates will
be able to write the CGFNS exam for work abroad. Audience
members were enthusiastic about further partnerships to
improve nursing education and patient care.
-
- Increase of private health
care in Bangladesh indicates that the public wants more
sophisticated health services in this country rather than
having to travel abroad. Patients also want to be treated
as partners in their health care, Berland said, using the
concept of the "Expert Patient". New technology brings new
problems as well as solutions; so that nurses must be able
to manage complex tasks in specialized hospital settings.
Community-based health care is also changing, especially
with the problem of chronic illness such as heart disease,
diabetes and even long-term cancer.
-
- Nurses are at the heart of
patient care. Sadly the audience agreed that status of
nurses is very poor in this country. In the West, nursing
is a high-status profession with many well-paying jobs
available. With its international faculty, IUBAT is
combining the best of Western practice with a uniquely
Bangladeshi approach to improving nursing education and
health care in this country.

IUBAT Seminar on
Dnor-Country Strategies
-
On Tuesday, 16 August, Professor John Richards delivered
a public seminar on new directions in donor aid strategy
for the Canadian International Development Agency (CIDA).
Dr. M. Alimullah Miyan presided.
-
Professor Richards, a professor at Simon Fraser
University in Canada, is a visiting professor and also
a member of the overseas advisory council of IUBAT.
-
-
Prime Minister Paul Martin presented to the Canadian
Parliament a new International Policy Statement in
spring 2005. The Policy Statement called for new
strategic directions at CIDA. Henceforth, CIDA will
concentrate its bilateral development aid in fewer
countries: 14 in sub-Saharan Africa, 4 in the
Americas, 6 in Asia, and 1 in Europe. The total is 25
countries. Until now, CIDA has been distributing aid
in over 100 countries.
-
-
The countries chosen in Asia include Bangladesh,
Cambodia, Indonesia, Pakistan, Sri Lanka, and Vietnam.
In most years, Bangladesh has been the largest
recipient of bilateral Canadian development aid.
-
-
Professor Richards agreed with the decision to
concentrate aid in fewer countries. However, he called
on CIDA to foster closer links between Canadian and
developing country universities in order to improve
Canadian understanding of the economies and politics
of the 25 targeted countries. The most important areas
in which the donor community should concentrate
resources, he suggested, were primary education and
basic health services.
-
-
It is very difficult for donors to be effective in
delivering aid. It requires detailed understanding of
local conditions. Very few Canadians, Professor
Richards noted, are familiar with the detailed
development problems of these 25 countries. As
illustration, he discussed at some length the
excessive political interference in managing
Bangladesh schools, problems discussed at length in
recent reports of the Campaign for Popular Education (CAMPE).
-
-
Professor Richards suggested reconsideration of the
program of electing upazila parishads and entrusting
management of primary schools to upazila parishads.
Such decentralization has the potential to encourage
more participation by parents and community leaders in
school matters.
-
Since the problem of school management is nation-wide,
CIDA should consider funding pilot projects involving
research and reform in selected upazilas. Such
projects would require collaboration between
universities in Canada and Bangladesh.
-
-
Following the presentation, an animated discussion
took place among the IUBAT faculty, students and
invited guests. The discussion turned around ways to
break the “vicious cycle” of inefficient school
management – excessive private tutoring, poorly
trained teachers, low teacher salaries, very low
contact hours by teachers with students, and high
student-teacher ratios.
-
-
Khadija, a student of the BATHM program at IUBAT, ably
conducted the well attended seminar.

to IUBAT from Simon Fraser University, Vancouver, Canada.
The instructors spoke of their pleasurable experience of
conducting the course and appreciated the enthusiasm of the
participants. Two of the participants spoke in the ceremony

instructors in improving the conversational skill of the
participants.

-
At the invitation of International University of Business
Agriculture and Technology (IUBAT), Dr Boustan Hirji, Prof of
Comparative Religions from Dawson College, Montreal, Canada,
gave a seminar on Business Ethics on July 17, 2005. The

addressed in the seminar were comparative and cumulative in
the context of world religions which consider ‘humanity’ as
the focal point. The speaker covered cross currents of
cultures of the East and the West in the contemporary global
economic and business sagas.
-
-
Among other things, the speaker highlighted the harmonious
relationship of spiritual and material aspects of life. For
example, profit sharing in Islam is recommended with due
regard to workers’ right, payment of tax and Zakat. A holistic
approach to life conceptualizing divine, nature and human
aspects was the theme of the seminar. The speaker stressed on
humility as a lesson for all irrespective of religions.
-
-
A Question-answer session, followed eliciting good response
from the audience. Questions on profit sharing vs Zakat, child
labour, interest on investment of money in business and bank
were thought provoking.
-
-

Research Publication: Energy Policy for Bangladesh
-
Centre for Policy Research (CPR) of International University
of Business Agriculture and Technology (IUBAT) today released
its third research monograph on energy policy in Bangladesh
through a roundtable at CIRDAP Auditorium.
-
-
Dr. M. Osman Farruk, Minister of Education, acted as Chief
Guest while Mr. A.K.M. Moshafrraf Hossain, State Minister for
Energy and Mineral Resources, spoke as the Special Guest.
Professor John Richards, Member of IUBAT International
Advisory Council and Professor at Simon Fraser University in
Vancouver, Canada was the key note speaker. IUBAT
Vice-Chancellor and Founder Dr M Alimullah Miyan presided over
the roundtable.
-
-
In his speech, Education Minister, Dr. M. Osman Farruk,
insisted on the importance of adequate energy supplies for the
country’s economic development and in ensuring the quality of
education. “Education and energy policy are linked in many
ways. In order to use complex energy-utilising machinery
requires educated workers who are able to read and write. This
is the case in the garment sector or the growing electronic
technology industries”, he said.
-
-
The key note speaker, Professor Richards said that this report
is a response to the draft National Energy Policy (NEP) of the
Government of Bangladesh where he agrees with the NEP’s
suggestion on the importance of energy for further economic
development in Bangladesh and made six recommendations.
-
-
1. The government should not approve natural gas exports.
Instead, it should designate natural gas for domestic energy
needs, of which electrical generation is the most important.
-
2. The government should place a very high priority on
establishing a credible energy commission would be responsible
for regulating both the state-owned energy sector enterprises
and private firms operating in the sector.
-
3. The government should encourage the Rural Electrification
Board (REB) to develop a network of small-scale gas turbine
power plants whose power would, on a priority basis, be
distributed independently of the national power grid.
-
4. The government should encourage the sale of coal for
domestic cooking in rural areas. This would require the
distribution of suitable stoves.
-
5. The government should continue to facilitate substitution
of CNG for liquid petroleum fuels.
-
6. The government should undertake high profile social
marketing activities intended to improve utilization of
biomass fuels in rural areas.
-
-
While speaking as the Special Guest, Mr. A.K.M. Moshafrraf
Hossain urged to create a strong energy regulatory commission
to enable to regulate both the state-owned energy sector
enterprises and private firms operating in the sector.
-
-
“Bangladesh needs dramatic increases in energy sector
investment, and neither the government nor donor agencies
can provide sufficient investment funds. A strong regulatory
commission could create the necessary framework to encourage
private investment, while also assuring customers that
prices remain reasonable and service remains reliable” he
added.
-
-
Prof M
Alimullah Miyan, the moderator of the Roundtable delivered a
pointed speech on the progress of the Centre for Policy
Research (CPR) as a co-operative endeavor between SFU and
IUBAT and its implication to the delineation of policy
options on various issues facing Bangladesh society.
-
-
A good
of discussion followed the presentation of John Richards,
where experts, academics, and professional took part.
