Roundtable on Privatization in Bangladesh |
Centre for Policy Research (CPR) of IUBAT-International
University of Business Agriculture and Technology organized a
Roundtable on Privatization in Bangladesh on 28 August 2003 at
CIRDAP Auditorium.
Mr. Amir Khasru Mahmud Chowdhury, Minister of Commerce, acted
as Chief Guest while Mr. Enam A Chaudhury, Chairman of the
Privatization Commission and State Minister, spoke as the
Special Guest. Professor John Richards, Member of IUBAT
International Advisory Council and Professor at Simon Fraser
University in Vancouvere, Canada was the key note speaker. Md.
Shah Jahan, Member of the Privatization Commission, and Mr.
Rob Chowdhury, Charirman, ARCO Group of Companies commented on
the topic. IUBAT Vice-Chancellor and Founder Dr M Alimullah
Miyan presided over the roundtable.
In his speech, Commerce Minister Mr Amir Khasru Mahmud
Chowdhury underlined the need for formulation of a proper
policy and ensuring its implementation for making
privatization a success. “Transparency and accountability are
essential in every tiers of privatization” the minister said
while addressing at the roundtable as Chief Guest. Explaining
the government steps on privatization, the commerce minister
said business is not the job of the government. But it has to
ensure that the consumers get quality products at fair prices,
he added.
The key note speaker, Professor Richards suggested three
reasons to favor privatization of many state-owned enterprises
(SOEs) that is enabling reallocation of public sector spending
where it is most needed, providing better incentives to
customers to use resources efficiently and to producers to
provide quality service, and thirdly changing the cultural
attitudes towards potential for market behaviour to contribute
to economic growth.
Professor Richards offered some “rules of thumb” in
considering which sectors to consider for privatization:
• choose sectors where there is reasonable prospect of rapid
substitution of private economic activity if the SOE vacates.
This may mean choice of sectors where the fixed investment is
relatively small; where the technology required is familiar to
Bangladeshis.
• choose sectors where status quo performance is painfully
suboptimal, and hence where few among the public are likely to
defend the status quo: e.g. power sector
• Be prepared, in many cases, to “buy out” the perceived
benefit of stakeholders in the status quo: for example,
provide generous severance to laid off workers
• In the case of complex privatization exercises, as in the
power sector, a necessary condition will be creation of a
credible regulatory body able to adjudicate between rival
concerns of independent power producers in stable revenues
sufficient to cover costs and concerns of customers for
reliable service at reasonable prices.
Privatization is a complex policy exercise, Professor Richards
concluded.
While speaking as the Special Guest, Mr Enam A Chaudhury,
Chairman of the Privatization Commission pointed out the
benefits out of privatization, process requirement for
reinvigorating the SOEs, growth in the economy through private
sector, and manning of regulatory bodies.
One of the designated discussants, Md Shah Jahan, Member
Privatization Commission made an structured presentation on
the establishment of Privatization Commission through
successive Acts and policy process of privatizing an SOE,
present status SOE yet to be privatized, and issues impeding
the privatization process like huge accumulated debt,
valuation problem, limited buyers, disputes in inventory of
assets, legal complications, land ownership disputes and
prevailing labor conditions.
The other designated discussant, Mr A Rob Chowdhury, Chairman
of ARCO Group of Companies spoke on the benefits of
privatization and prevailing bureaucratic policy towards SOEs
and shared his long years experience as the heads of chambers
and other business organizations.
Prof M Alimullah Miyan, the moderator of the Roundtable
delivered a pointed speech on the progress of the Centre for
Policy Research (CPR) as a co-operative endeavor between SFU
and IUBAT and its implication to the delineation of policy
options on various issues facing Bangladesh society and
appreciated the initiative of Privatization Commission for
requesting CPR preparation of a monograph on Privatization in
Bangladesh.

IUBAT WINS IN
INTER-UNIVERSITY CRICKET |
The first match of the AIUB-Pepsi Inter University Cricket
Tournament 2003 was held on the 15th March between
International University of Business Agriculture and
Technology (IUBAT) and Gono Bishwabiddalay(GB). After a great
match the day ended with a victory for IUBAT.
Full with enthusiasm, IUBAT team gathered at the city campus
early in the morning. Enjoying the side views while having
breakfast provided by the organizer the bus, full of
supporters, officials and players reached BKSP play ground at
9 am. After a short warm up the team captains - Rahat (IUBAT)
and Mustahid (GB) entered the field with the umpires for the
toss. Winning the toss, IUBAT captain decided to send the
opponent to bat first.
The attack started by the superb bowling of Rahat and Linkon
who kept GB under great pressure and with a run rate of only
2.1 runs per over at the first spell. The first blow for GB
was the wicket of Rasel who saw his stumps lying on the ground
at the 33rd minute by a direct ball by Linkon. Thus he had to
return with only 2 runs to his scorebook. Just after another 3
minutes a ball by Rahat slid through the edge of Rafiq’s bat
to land on the safe hands of the wicket keeper Fahmi. At the
end of the first spell by the opening bowlers, Mizanur and
Ashraful came in to attack. At that time GB’s batsmen managed
to collect a few runs but Ashraful kept a check on the run
rate by collecting wickets at regular intervals. The captain
of GB collected only 22 runs, which is their highest, before
he was taken out by Ashraful. Later Mizanur was replced by
Khairul and he instantly took the wicket of the second highest
scorer of GB’s innings, Bishwajit who scored 19 runs. Fahmi
was given a over for a change. The wide balls made by all the
six bowlers were becoming expensive, as extra runs given by
IUBAT bowlers were 57 runs. But Ashraful and Khairul earned 4
wickets each to rap GB’s batting at 147 runs at the 36th over.
Ashraful was the best bowler for the match by capturing 4
wickets for 17 runs only.
At the launch break everyone enjoyed the time as the day was
not too hot neither too cold and it was a very friendly and
competitive environment. Launch was served for all the players
and supporters by the organizers of the respective teams.
IUBAT team was at a relax mood as they deeply believed that
they could reach 148 runs to win the match within the limited
overs. The suspense grew as the game resumed at 1:30 pm. Rabbi
and Sadik-E-Karim were sent out as the opening batsman.
The game re-started little slow as the opening batsmen were
concentrating on building a solid base by staying on the pitch
and demolishing the bowlers of GB. The bowlers maintained good
line and length which put IUBAT’s runs at 10 the 9th over.
Some of the spectators wondered if IUBAT could pull out with
such a poor run rate. To strengthen their belief,
Sadik-E-Karim was caught out at short mid off with 3 runs to
his score card and 11 runs to the teams score. Gazi Tanvir was
the next batsman who went on the pitch and did his job well by
earning 23 runs with a healthy strike rate and supporting
Rabbi on the other hand. After he was caught out, Fahmi went
on with a professional attitude of not wanting to waste any
ball and started scoring at his very first ball. He hit 3
excellent boundaries and scored 29 runs till the end of the
match. Meanwhile, Rabbi was taken out by fatigue and he
requested a runner for him. At the next run, his runner was
run out which everyone else believe was a wrong decision made
by the umpire. Rabbi scored 33 runs, the highest runs of the
match with 3 boundaries to his credit. The vice-captain
Mizanur was next to batsman who started dismantling GB’s
bowlers. He scored 31 runs playing only 26 balls with 4 superb
boundaries. At the last 3rd ball the 37th over he hit a huge
six straight over the umpire to take IUBAT’s score to 151 runs
and a win for their team. It was a blissful moment for all the
IUBAT.
After the match an impromptu ceremony was arranged by the
match officials to formally declare the winning team and to
present the Man-of the Match award. Deciding the best man was
little tough as there were 3 contestants for the prize.
Ashraful and Khairul had 4 wickets each to demolish GB’s
batting and Mizanur had showed the class of batting with his
extra-ordinary shots. Later the officials declared IUBAT the
winner by 7 wickets and decided to present Mizanur with the
Man of the Match award.
Shortly everyone was on the bus to return. It was possibly the
greatest bus journey for all those on the bus. Everyone was
singing and dancing. On the way back everyone stopped at the
permanent campus of IUBAT to take a few snap of photos. The
squad reached the city campus at 7:30 pm and to return to
their homes with a glorious day in their memories.
