| SEMINAR ON TRADE POLICY AT IUBAT | ||||
| Place for your advertisement. Contact with webmaster@iubat | A seminar on Challenges facing US Trade Policy with respect to Developing Countries was held at IUBAT—International University of Business Agriculture and Technology on December 6th. The seminar was led by Dr Raj Bhala, Associate Dean and Professor of Law of the George Washington University (GWU), USA and Visitor to IUBAT. Prof Bhala made an orderly presentation on US trade policy in the context of World Trade Organization (WTO) and implications of the same for developing societies in general and that of Bangladesh in particular. He pointed to the benefits of globalization under WTO in the form of promoting faster economic growth and the need for evolving win-win situation in global trade negotiations. US trade policy faces challenges of rebuilding global and domestic concensus on trade liberation, resolving foreign sales corporation dispute with the EU, reconciliation of WTO multilaterialism with regionalism and dealing with the Islamic world. Despite WTO promised growth potential, there are opposition to globalization in terms of being unfair to developing countries, exploitation of labor, environment, and human rights as well as impediments to bio-safety and religious freedom. Although developing countries received some concession at the new round at Doha on licensing of health emergency products but the ciritical issue of export subsidy of agricultural products remains on the agenda. US policy is guided by its national interests and bi-lateral negotiators countries like Bangladesh must understand this and also the decision making process of US government to gain a beneficial deal. Bangladesh plea for increased quota and free entry of RMG in USA is resisted on ground of job loss in USA, high trade cost in Bangladesh in the form of corruption, port charges (Chittagong port is the costliest in the world), etc. The negotiators on the US side point to the need for structural reforms in Bangladesh to gain competitive advantage. At the decision stage of Trade Development Act, Bangladesh was not successful to make out the case for inclusion because of inadequate commercial diplomacy by the government and RMG industry. Bangladesh could have succeeded by timely lobbying and pointing to the security interest of US in terms of engaging a modern democractic Islamic country. |
A lively discussion followed the presentation of Prof
Bhala. A number of issues affecting Bangladesh trade with USA were highlighted. The BGMEA representative raised several critical aspects of RMG sector in terms of US market and pointed to negative consequences on domestic income and employment, particularly that of women. IUBAT VC Prof Dr M Alimullah Miyan in his concluding remarks emphasised the need for creating awareness about the potential and problems of globalization to protect the interest of common men in Bangladesh. He also pointed to the need to improve knowledge and skills on trade diplomacy to be effective in global trade negotiations with new rules & regulations under
WTO. Prof Bhala and Attorney Zakir from GWU were given a reception following the seminar and the students made token presentations to be visitors. The well attended program was conducted by MBA student Saira Hossain Chowdhury under supervision of Business Program Coordinator Mr Mitul Mahmud Khan and concluded over Iftar at IUBAT panoramic cafeteria.
